Can someone resize my disabled Ampere instance to 2 OCPU / 12 GB? (Tokyo)

Hi,

My Ampere instance in Tokyo got disabled and I can't do anything with it anymore. I know it's
because of the new free tier limit — mine is 4 OCPU / 24 GB and the limit is now 2 OCPU / 12 GB.
I'm happy to go down to 2/12, I just can't actually do it.
