Disabled compute instance stuck after free trial to paid upgrade

Summary: Free-tier-to-paid upgrade left a Compute instance stuck in a "disabled" state well past the documented recovery window, and it can't be started from the Console or API.


Content (please ensure you mask any confidential information): After upgrading from a Free Trial to a Pay As You Go (paid) account, one of my Compute instances in ap-mumbai-1 shows as Disabled. Trying to start it, from the Console or the API, returns: "Instance is disabled and will not accept any action requests. Please contact customer support to re-enable."

Details: Region ap-mumbai-1. Instance OCID: ocid1.instance.oc1.ap-mumbai-1.anrg6ljrmzn3wiycyr43n6jbxanqp4srnkzcwphkq6qnay2wbxemjfugylea. Upgrade (Free Trial to Pay As You Go) completed Aug 19, 2026. The instance has stayed disabled well beyond the roughly 1-hour window I've seen documented for post-upgrade auto-recovery of free-tier resources. I also tried opening a Service Request via My Oracle Support / support.oracle.com, but the SR-filing flow isn't recognizing my account/CSI correctly, so I haven't been able to get a ticket opened that way either.
