Always Free A1 instance disabled Aug 19 - console banner shows old limits

I'm in the same situation described in "Ampere A1 instance disabled after Aug 18, 2026 Always Free limit enforcement — tenancy now compliant": my Always Free Ampere A1 instance (VM.Standard.A1.Flex, 4 OCPU / 24 GB, region eu-milan-1) was administratively disabled around Aug 19, 2026. Trying to start it returns: "Instance is disabled and will not accept any action requests. Please contact customer support to reenable."
I want to flag an additional issue: the Compute > Instances page in the OCI Console currently still displays the OLD Always Free allocation in its warning banner ("first 3,000 OCPU hours and 18,000 GB hours per month… equivalent to 4 OCPUs and 24 GB of memory"), not the updated 1,500 OCPU hours / 9,000 GB hours (2 OCPU / 12 GB) limit. Since the console itself never reflected the new limit, there was no way to know the existing instance had become non-compliant before it was disabled.
