I am an OCI Always Free customer affected by the recent Ampere A1 allocation change.

I originally had resources above the new Always Free allocation and Oracle administratively disabled my A1 instances.

I have now terminated one instance and my remaining allocation is fully compliant with the current Always Free limit:

VM 1
Shape: VM.Standard.A1.Flex
OCPU: 1
Memory: 6 GB

VM 2
Shape: VM.Standard.A1.Flex
OCPU: 1
Memory: 6 GB

Total allocation: 2 OCPU / 12 GB

According to Oracle's current Always Free documentation, this is exactly within the permitted Always Free Ampere A1 allocation.

However, both instances remain administratively disabled and OCI will not allow me to start them.
