Unexpected behavior with ORA_PER_ORACLE_SEARCH_JOBSLOV_ENABLED profile value

We are facing a strange behavior with ORA_PER_ORACLE_SEARCH_JOBSLOV_ENABLED. Specifically, when the Profile Value is Y, the LoV of Job is not working and the Job Details page is in Redwood.
When the Profile Value is N, the Job LoV is working but the Job Details is back to responsive UI.
Why is this happening?

We found out that by associating the Legal Employer to Legal Employers That Use This Job field of a Job, the drop down list is then working.
