Seeded Employee Goals Assistant Not Retrieving Historical Development Goals

We have observed that the seeded Employee Goals Assistant is not returning all development goals for an employee.

When asking the agent to retrieve development goals, it only returns goals from the 2025 and 2026 review periods. Development goals created in earlier review periods (for example, 2023/2024) are not returned by the agent, even though those goals exist and are accessible from Goal Center.
