I've been trying to sign up for Oracle Cloud Free Tier and keep getting blocked at the final step with an "identity location" error. I opened a support ticket (SR 260817-000046 / Incident 260820-001112) over 2 weeks ago but have not received a resolution.

A few details that might help:

  • Card authorization succeeds every time, then is immediately reversed — the failure seems to happen after payment verification, at the identity/location check step.
