Unable to add multiple Driver's License record under the same License Number

Summary:

Hello Everyone,

I already have a license saved with License Type = "Motocyclettes" and License Number = 123456.

Now I'm trying to add a new license for the same person, with a different License Type (car), but the same License Number. The system blocks it with this error:

"A record with this combination of values already exists."

In France for example, a person keeps the same license number even when they add new license types (motorcycle, car, etc.). So it should be possible to have several License Type records under one License Number.

I believe this behavior for licenses are common for all country, where you get a license number and over time other categories are added.
