Segment Value Security is not enforced when using FBDI

Summary:

It is observed that Segment Value security works at UI level, i.e. when user try to create a journal (Example), security enabled segment is not visible as expected. However same user able to import a Journal through FBDI process and journals are getting posted. Same time, the user is not able to see the journal lines due to security solution.

Does it mean Segment Value Security works only through UI and not when using FBDI or API or Webservices ?
