Expense Report Proceeds to Manager Approval When One of Multiple Expense Lines Has a Missing Receipt

When an expense report contains multiple expense lines and the receipt rule is configured to require imaged receipts before manager approval, should the expense report remain in Awaiting Receipt if any expense line requiring an imaged receipt does not have the receipt attached?
In our testing, a single expense line without a required receipt results in “Awaiting Receipt” status. However, when the report contains two expense lines and only one of the lines has a missing receipt, the report proceeds for manager’s approval with status “Pending Manager Approval”. Please confirm whether this is standard Oracle Fusion Expenses functionality or an unexpected behavior/configuration issue.
