Root cause (confirmed): The seeded proration event group on the salary element has ONLY element-entry events (no Job/Grade events). The assignment change date-split the linked salary element entry (verified: two records, SAME amount, different effective dates, new one starting on the change date). That element-entry date change triggered a two-segment split, and each segment rounds independently, summing to 79.78 instead of 80. Oracle confirmed the split is expected behavior, not a defect.
