Unable to import Workforce Compensation Plan

Summary:

Trying to import a workforce compensation plan into one of our other environments. It says it's succeeded (and runs pretty quickly) but when doing a search it doesn't show up. My size is under 5MB which I believe is the size limit. Fast formulas, eligibility profiles are the same in all environments. Any ideas why it's not importing? I've read the other posts and doc ID referencing size. Still not having any luck. Appreciate any guidance on what I may be doing wrong. I've been able to do this in the past but it's been a couple of years since
