Copy of seeded "Expense Audit Manager" doesn't allow self assignment of already assigned expense

Summary:

With seeded "Expense Audit Manager" role, user get the ASSIGN button enabled for already assigned expense reportes to themselves and audit it whereas with a copy of same seeded role, the ASSIGN button doesn't get enabled for already assigned expense reportes. For non-assigned expense report it work fine.
