Is it Mandatory to hit the submit button?

Summary:

Hi Team,

Once the worksheet is submitted by the initiator and it goes multiple of levels of approvals.

Once the 1st approver approves the worksheet(approves in bell notification), second approver does not receive the notification for approving.

Is it mandatory for the 1st approver to hit the " Submit for approval " button in the landing page of worksheet, in order for the second approver to get the bell notification for approval?

Or am i missing something in the configuration?
