Employee Not able to make enrollment Changes Once Action Item For the Plan is Generated

Summary: As part of the upcoming open enrollment Proof of good health certification is being configured for Optional Spouse Life coverage increases. When an employee elects a higher coverage amount, a pending certification action item is created, and the election moves to Interim Coverage as expected. However, the employee changes their mind and wants to change the enrollment for the plan they can no longer modify the plan during the same enrollment period because the pending action item locks further enrollment changes.
