User cannot access the Manage Budget during the Comp Cycle

Summary:

Hello All,

I have launched the Workforce Comp cycle, and logged in as Manager and which there is Budget button for the Manager.

However, once the Manager click the button, it returns back to Home Page, and looks like the Manager cannot manage the budget, but the access level is "Updates Allowed"

Could anyone advise if any privileges is missing?
