Is it possible to restrict employees from adding a skill manually on skill center page

Summary:

Our client has a requirement that the employees should only add skills from the skill repository and should not be able to add the skills manually as that way there would be a lot of unnecessary skills in the system. Is there a way to restrict employees to add a skill manually?
