We have a User Net Change interface that started taking for-ever in our Production zone.  It eventually started failing.  When I got on the horn with Taleo Support, they asked that we run the Setup TCC which failed with a this error (I'll attached the email as well):

Description: An error occurred in the custom step. This code is used by custom step developers to signify an error, more information should be available in the details.

Reason: com.taleo.integration.wsc.core.WSCHTTPCommunicationException: The web service invocation failed due to a HTTP communication error with the following status code: 500. <?xml version="1.0" encoding="utf-8"?><soapenv:Envelope xmlns:soapenv="
