Not able to update the Invoice Lines using API when invoice is under 'Incomplete' status

Summary:

We are trying to update the AP Invoice lines using REST API for Update an Invoice Line and this APi doe not do any update for the invoice if the status for that invoice is "Incomplete". Is this an Indented behavior or is there anything which we are missing.
