User not able to delete incomplete though she is having Proc Manager access.

User not able to delete incomplete PO PU420032446 though she is having Proc Manager access. We are in Oracle 26C release in live instance.

Earlier before 26C release, we could able to delete PO if we have Proc Manager access only.
