Always Free A1 instance disabled after trial end - please re-enable

Hello Oracle Support / Community,

Please escalate this to OCI Compute operations for a manual re-enable.

My existing Always Free Compute instance is provider-disabled and will not accept any action. I am not requesting a paid upgrade, a replacement VM, or account termination.

Cloud account / tenancy name: palateone
Account type: Free Tier / Always Free
Instance name: palate-vm
Region: ap-tokyo-1
Shape: VM.Standard.A1.Flex
Configuration: 1 OCPU, 6 GB RAM (within current Always Free limits of 2 OCPU / 12 GB)
Lifecycle state: STOPPED, not TERMINATED or MOVING

Console Start, CLI START, RESET, and Force Reboot all return HTTP 409 IncorrectState:
"Instance is disabled and will not accept any action requests. Please contact customer support to reenable."
