How do you handle incomplete application for Germany?

How do you handle incomplete applications for country like Germany who has a law manifested in "Bundesdatenschutzgesetz" which does not allow correspondence sent out to candidate who does not complete application?  Your advise would be greatly appreciated.  Thanks.
