VM Data recovery

My existing Oracle Cloud Always Free Ampere A1 instance was administratively disabled as part of the August 2026 Always Free compute-limit change.

The instance is currently:
Region: eu-frankfurt-1
Shape: VM.Standard.A1.Flex
Previous configuration: 4 OCPU / 24 GB RAM
Desired configuration: 2 OCPU / 12 GB RAM

The instance is now in the disabled state and OCI rejects all actions with:

"Instance is disabled and will not accept any action requests. Please contact customer support to reenable."

I understand that Oracle's published restoration deadline was August 24, 2026. I am requesting assistance to restore access to the existing instance so that I can immediately bring it into compliance with the new 2 OCPU / 12 GB Always Free limit.
