Always Free A1 compute instance in Saudi Arabia Central (Riyadh), region me-riyadh-1, is administratively disabled and cannot be started or resized. OCI Support Center says this Free Tier account is not eligible for technical SRs.

Hello Oracle OCI team and community,

My OCI Free Tier / Always Free compute instance in region me-riyadh-1 is administratively disabled and cannot be started or resized. The console shows: "Instance is disabled and will not accept any action requests. Please contact customer support to reenable."

This appears related to the recent Always Free Ampere A1 allocation update. Because this is a Free Tier account, I cannot open a technical SR from OCI Support Center.

Could an Oracle moderator please advise the official path to re-enable the instance? If re-enablement is not possible, please advise how I can recover the boot volume/data or
