Updating SSP Preference on behalf of another user

As a application admin, how to update SSP preference on behalf of another user?

A business user X was initially setup as Preparer and that user was able to raise PRs on-behalf of another user. At this time, the last PR the user raised was for another user Y. Then, the user X's role was changed from preparer to requester.

Now, when user X logins to SSP to raise PR for themselves, the SSP preference is stuck with Requester = Y and this field is now read-only. User X is not able to raise new PRs
