Order movement planning-multileg issue

Our Scenario:

OR1: Loc A to Loc B --> OM1: Loc A to XDock, OM2: XDock to Loc B

OR2: Loc A to Loc B --> OM3: Loc A to XDock, OM4: XDock to Loc B

OR2: Loc A to Loc C --> OM5: Loc A to XDock, OM6: XDock to Loc C

 Now when user is selecting all second leg OM's (OM2, OM4 & OM6) then system is planning multistop instead of multi-leg.

I.e when user is selecting all second leg OM's (OM2, OM4 & OM6) then system is planning single multistop shipment instead of two shipments (SH2: XDock to Loc B & SH3: XDock to Loc C).
