Hello Oracle Cloud team,

I am looking for assistance with an Oracle Cloud Free Tier account creation issue.

I have never successfully created an Oracle Cloud account.

During signup, my payment card verification completes successfully and I can see the corresponding Oracle authorization from my bank. However, after the payment verification succeeds, the account creation fails at the final step with the following message:
