Return and reship a configured back to back item in Order management

Summary:

After a configured item is shipped, that's also a back-to-back item with manufacturing. Occasionally these items get returned and are now sitting in inventory. As a configured item the problem is that to sell it to a different customer, we are forced to go back through the configurator and get every possible option exactly the same in order to get the exact same configured item. Additionally the back-to-back functionality wants to create a new work order instead of going to inventory.
