Updated Grade Changes Not Appearing in the offer letter dropdown

We recently updated grades to some of our job codes. Now recruiters are getting errors due to the fact that only the OLD grade is appearing in the dropdown on the offer for some reqs, while others are updating and showing the NEW.

We are able to process with a BLANK grade, then update on convert, but we cannot do this on 300+ requisitions that were created prior to the grade update.

Why is this happening?
