How compensation zones are defined across globe

Summary:

We need to create compensation zones across globe for geographical differential profiles in salary ranges.

As we see, there are cases in US, where California needs 120% and California-Brea needs 115%. How do we accommodate such case?

In case, for US, if zones has to be defined at State level, India requires at City level, then PL requires as Powiat(County) level, is this a recommended solution when the design is across the globe?

Can we also do some countries at County/City level with postal codes also?

Or is it something we need maintain in similar fashion across the globe?
