Associate with active employee and volunteer record offer action not accurate

Summary:

We have a scenario where an active employee applies for a job but when we try to create a job offer for them we do not have the right offer actions. The associate Legal Employer and offer Legal Employer are the same and it should be a promotion or job change but we do not see these options. We only have Add Employee Work Relationship.
These associates all have an active volunteer nonworker profile as well as an active employee profile. How should these be processed?
