DOCX Output Does Not Preserve Image Alternative Text from RTF Template

We are using Oracle Fusion HCM BI Publisher with an RTF layout template. Images in the source RTF contain valid alternative text. The alternative text is present when the RTF template is opened locally before upload. The RTF template is uploaded to Oracle Fusion HCM and is used successfully with the associated XML data. When users generate/download the report in Microsoft Word/DOCX format, the images are rendered correctly, but the alternative text associated with those images is missing from the generated DOCX.
