Resize and Rearrange of column not available on candidate search page

On the candidate search page in recruiting module the Recruiters, other users are not able to resize, rearrange columns. The system is on 26C release in Redwood. It has a gear icon which can be used add the columns and create a category, but similar to requisition list page, Offer list page recruiting activity centre, the resize and rearrange option is not available.
