Manager LOV is blank on Add contingent worker page

Summary:

Dear Experts,

On "Add contingent worker" and "Hire and employee" page the manager field LOV comes blank. However if I type the name of Manager then the list of values appear.

Is this a standard behavior of oracle or we need a some configuration update.
