Manager is unable to view the Employee attained skills in Skill Center Page

We have identified an issue wherein the Manager is unable to view the attained skills of a particular employee under the My Team > Skill Center page, despite being able to view the skills for all other reportees without any issue. As both the HR user and the Employee are able to successfully view the skills within the Skill Center,
