New Item request where multiple approvals

Summary:

After configuring the rules for approval if a single group user approves the new item request it proceeds further without the other approval group user in other rule where the first responder wins. How can we overcome this problem

For example:

An Engineering team need to approve the NIR first and then the product team need to approve after the engineering teams approves the NIR. But if the Engineering team approves the request then it automatically moves further to next step as completed. Can anyone suggest solution to solve this issue
