Cancel Event "Additional Comments"

Summary:

Is there a way to make this "additional Comments" field required via VBS?
As an Admin, under Course > Offering (Event). After clicking the 3 dots there is "cancel event" button. A window will pop up on the right side, Client wants the additional comments field to be required.
