New Hire and Internal Transfer/Promotion notification bursting report is not working as expected

We are investigating an issue where the Internal Transfer/Promotion notification bursting report is working as expected in a lower environment that was refreshed approximately 3 months ago, but the same process is not working in PROD.

We walked through the New Hire and Internal Transfer process and validated the report behavior. In the lower environment, the expected records are included and notifications are generated correctly. However, in PROD, some records are not being captured by the bursting process, resulting in missing email notifications.

We are currently comparing the report queries, data model, and bursting configuration between the lower environment and PROD to identify any differences that may be causing the issue.
