PO Cancelled, but PR Cannot Be Cancelled and Funds Status Remains Liquidated

Unable to cancel the Purchase Requisition after the associated Purchase Order was cancelled. When attempting to cancel the requisition, the following error is displayed:

"The action is not allowed as the order is already cancelled or finally closed."

Additionally, the funds status on the requisition remains Liquidated.

The user expectation is "The funds allocated for the PR should be returned to the available budget after the associated PO is cancelled."
