Unrestricted Benefit Enrollment Upload Does Not Carry Forward Existing Elections

We are facing an issue when trying to update benefit enrollments in bulk using the BenefitsEnrollmentExcelUpload.xlsx spreadsheet.

Our Benefits configuration is working correctly in the application. The enrollment rules, including the rules that carry forward current benefit elections into a new Unrestricted life event, work as expected when the process is performed manually through the Benefits page.

The problem occurs only when we try to perform the same type of benefit change using the spreadsheet.

Scenario 1 – Create Potential Life Event = Yes

If we upload the benefit change with:

Create Potential Life Event = Yes

the spreadsheet creates the Unrestricted life event, but the new event does not carry forward any of the participant's current benefit enrollments.
