We are implementing an Annual Salary Review Plan. The plan uses the Primary Manager Hierarchy. However, the top node (CEO position) is vacant. Hence we are unable to set the Budget and Global models to publish and distribute the budget.

Please confirm if it is possible to configure the budget and global models with top node is being vacant in the primary hierarchy.
