Use Items with custom Item status for Substitution

We have identified an issue where only items with an Active status are appearing as available for substitution. We created a custom item status called Obsolete, which is similar to the Active status, with the only difference being the Purchasable attribute:

Active: Purchasable = Yes
Obsolete: Purchasable = No

The purpose of the Obsolete status is to prevent items from being purchased while still allowing them to remain available for substitution.

Based on our testing, it appears that the item attributes may not be considered when determining substitution eligibility. For example, when an item remains in Active status and its Purchasable attribute is changed to No, it remains available for substitution. However, when the item is assigned the Obsolete status, substitution does not work.
