Create Accounting does not work when Data Security Policy set to ALL

In our organization we have zero need for data security for a user. We control user access to a specific subledger (ie. Receivables, Payables etc) and they should have access to all ledgers/BU's within those ledgers.

Thus, we found that we can set the conditions for our roles Data Security Policies to ALL, and this removes the onerous need to have to constantly update a users data access (ie. adding ledgers, intercompany organziations, etc) to existing users, or having to update new users when any changes occur.

When testing this out, we found that (no suprise) Oracle in its great wisdom decided that if you have Data Security set to ALL, then Create Accounting will not work, as it will not trigger any of the child processes. Why? No one knows, and of course there is very little useful documentation about this anywhere.
