Our Tax Regime, tax rate, original supplier invoice & the supplier for the tax authority are all setup for INR

The primary ledger is a USD ledger with a functional currency of USD

The invoice amount and the withholding tax on the supplier invoice is in INR

But the invoice created automatically for the India tax authority is in USD

Is this a setup issue? Where should we look?
