conditional text display based on grade

Summary:

We have a requirement to conditionally display text if grade is greater than 38 and icp component. the conditioning is not working once grade condition is placed. it is working if we are using ICP condition alone . tried with Grade condition alone still it is not working. if any one has come across this issue kindly let me know how this has been sorted out. below are the conditions i have used

<?if:PLAN_NAME='MBO Target Percentage (%)'?> → this condition working

<?if:GRADE>='38' and PLAN_NAME='MBO Target Percentage (%)'?> → this condition not working

<?if:GRADE>='38''?> → this condition is not working
