OCI A1 VM stuck STOPPING for over two days during mandatory reboot migration

Hello OCI community and Oracle moderators,

An existing VM.Standard.A1.Flex in the Bogota region has remained in STOPPING for more than two days after a provider-created mandatory evacuation/reboot migration. The Start action is disabled in the Console, two maintenance events remain Processing, and SSH/HTTP/RDP are unreachable.

I already have a technical support request and an Open Request Manager Action. Support confirmed that Engineering is investigating, but I have not received a recovery plan or ETA; the latest visible Engineering update is from October 2. The live support chat is currently reporting no agents available.
