Career Coach - Job recommendation agent doesn't work on uploading resume

Summary:

We have enabled the seeded Career Coach in one of our dev environments and tested out individual agents as well. While testing we found that the agent works well with conversational flow but while try to upload a resume and then invoking the agent doesn't provide expected results for the Job recommendation agent. It simply says - there are no jobs found. The Profile builder and job fit agent seem to work as expected.

Any ideas here, where we might be going wrong?
