26D regression test: fscmRestApi/.../valueSets REST API no longer returns the ValueSetId field

Summary:

The Value Sets REST API returns a ValueSetId for each value set, the unique ID of that value set in 26C.
After upgrading to 26D, the same request no longer includes the ValueSetId.
Nothing else about the request or the records changed.

ValueSetId matters because it’s the ID you use to look up a value set’s values and related details. Without it in the response, anything that reads a value set and then needs its ID has nothing to work with.

What this affects:
Anything that reads value sets through this API and relies on getting ValueSetId back. Including custom integrations, VBCS apps and anything bound to this resource, they all lose access to the ID on 26D.
