Cell Comments in FCCS

I have been asked to document account variance explanations and initially planned to use cell comments in FCCS forms and Excel, then retrieve them in Reports via CellText. However, it appears that the HsSetText functionality is no longer supported in Excel/Smart View for FCCS/Planning/PCM, which prevents writing comments directly to FCCS intersections outside of a form. Is there an alternative approach that would allow users to enter commentary at the cell level outside of forms and still make it available for reporting purposes?
