Change Phone Number and National Identifier to Optional (Not required) for New Contact

Hello

I am trying to make Phone Number and National Identifier optional when an employee adds a new contact under Family and Emergency Contacts.

When I open VBS and create a new rule, these fields appear to be inactive and locked.

Is this achievable using Express mode ?
